The short version
Elmwood Village, Buffalo
The comeback story you can still afford: Olmsted parkways, Queen Anne streets off Bidwell Parkway, a mile of independent shops on Elmwood Avenue, and major museums at the top of the strip, about two miles north of downtown Buffalo.
At a Glance
New York cost notes. New York State income tax runs from 4 percent to 10.9 percent at the top, and Buffalo levies no city income tax on top of it; only New York City and Yonkers add a city income tax in the state. The combined sales tax in Buffalo is 8.75 percent in 2026 (4 percent state plus 4.75 percent Erie County). The median property tax bill in Erie County is $4,525, a lighter load than downstate counties, which helps explain how the Village's carrying costs stay within reach at its prices.
The Story
Elmwood Village sits inside a plan drawn before America had park systems. In August 1868 the Buffalo park commissioners invited Frederick Law Olmsted to Buffalo to choose a site for one park. Olmsted and Calvert Vaux came back with something larger: linked parks joined by broad, tree lined parkways modeled on the boulevards of Paris. Buffalo built it between 1870 and 1876, and the Buffalo Olmsted Parks Conservancy calls it the first park and parkway system in the United States. The parkways are the neighborhood's skeleton. Bidwell Parkway runs about 200 feet wide, a landscaped boulevard with a tree lined median cutting diagonally from Colonial Circle across Elmwood Avenue toward Soldiers Circle, and the big houses that rose along it set the pattern for the streets behind: Queen Anne, Colonial Revival and Tudor Revival houses on deep, gardened lots.

The commercial strip grew out of those houses. Elmwood Avenue was residential first, and through the 1980s, as the neighborhood revived between Allentown at its south end and Buffalo State University at its north, ground floor apartments in the big Elmwood Avenue houses converted one by one into storefronts. The strip that resulted stayed stubbornly local: independent shops, cafes and bars in former front parlors, a mile of small businesses with houses directly behind them. In 2007 the American Planning Association named Elmwood Village one of its 10 Great Neighborhoods in America, the first year of the Great Places program, citing its tree lined parkways, its locally owned shops, and housing choices from apartments to large single family homes.
The north end carries the city's cultural weight. The Albright-Knox Art Gallery was dedicated in 1905; an expansion completed in June 2023 added tens of thousands of square feet and a new name, the Buffalo AKG Art Museum. Across the park system stands the Richardson Olmsted Complex, Henry Hobson Richardson's Medina sandstone landmark with towers rising nearly 200 feet, its grounds designed by Olmsted; opened as an asylum in 1880, it now holds a hotel and Buffalo's architecture center. Kleinhans Music Hall, opened in 1940, now a National Historic Landmark and home of the Buffalo Philharmonic, and the Burchfield Penney Art Center at Buffalo State, opened in 2008, complete a cluster few neighborhoods anywhere can match.
The human scale of the place got measured recently. A University at Buffalo team led by Conrad Kickert and Kelly Gregg observed 984 front yards along 25 blocks in the fall of 2022, and published the findings in April 2024: yards with features that invite socializing, a porch, a garden chair or a bench, came with a stronger sense of place at the scale of the home, the street and the neighborhood, while fences and hedges correlated with a lower one. In Elmwood Village, the front yard is a front porch by other means, built for talking to the street.

What It Actually Feels Like
Mornings start on the side streets: porches and front yards doing their social work, dog walkers crossing Bidwell's median, the Elmwood Avenue cafes filling with Buffalo State students and laptop regulars. Midday belongs to the strip itself, a mile of independent storefronts in converted houses where the shopping errand and the social call are the same trip. Weekends pull north: the AKG and the History Museum across Delaware Park, the Richardson towers over the Buffalo State end, families crossing the park meadow Olmsted left at the neighborhood's crown. Winter is real here and the village knows it; the houses, halls and cafes earn their keep as warm rooms a short walk apart, and spring in Delaware Park, cherry trees by the History Museum, is the payoff the whole neighborhood waits for.
Pros and Cons
Pros
- A complete cultural district at a Rust Belt price: the Buffalo AKG Art Museum, the Richardson Olmsted Complex, Kleinhans Music Hall and the Burchfield Penney within the neighborhood's north end.
- Olmsted parkways and Delaware Park give the streets a designed, tree lined order few American neighborhoods can match.
- A median sale price of $387,500 and one-bedroom rents averaging $1,442 a month, with a Walk Score of 92 at the Elmwood Avenue core.
- A mile of independent shops, cafes and bars on Elmwood Avenue, fed by Buffalo State and Allentown at either end.
- Downtown is about two miles down one avenue, on one bus route.
Cons
- The market is very competitive despite the friendly median: Redfin rates Elmwood Village 85 out of 100, with homes selling about 1 percent above list and hot homes going pending in about nine days.
- Buffalo winters are a real cost: lake effect snow and heating bills belong in any budget drawn up in October sunshine.
- The housing stock is old, much of it from 1867 to 1941 in the historic districts, with the maintenance and lead era systems that come with it.
- New York State income tax tops out at 10.9 percent, and Erie County's 8.75 percent combined sales tax lands on most purchases.
- The strip's popularity brings weekend crowds and parking pressure to the residential streets just off Elmwood Avenue.
Housing in Detail
Entry: condos at the neighborhood edges, where a one bedroom at 770 West Ferry Street sits pending at $169,900, and apartments over and behind the Elmwood Avenue storefronts. Mid: the side street houses and doubles, where a 1900 three bedroom on Ashland Avenue lists at $399,900 and a corner lot Victorian on Bryant Street at $550,000. Top: the parkway and Delaware District houses, where an updated 1898 four bedroom on Highland Avenue lists at $795,000 and a 1910 West Ferry Street mansion run as a multifamily tops the market at $1,650,000. Renting clusters on and just off Elmwood Avenue, in the converted houses and small apartment buildings along the strip.
Daily Life
Elmwood Avenue carries the errands: independent grocers, cafes, bookshops and bars in the converted front parlors of the old houses, with Spot Coffee as the strip's living room. Buffalo State brings students, gallery nights at the Burchfield Penney and a young crowd to the north end, while the AKG, the Buffalo History Museum and Delaware Park anchor weekends at the top of the neighborhood. Kleinhans Music Hall puts the Buffalo Philharmonic a few blocks south, and the Elmwood Village Farmers Market runs seasonally on Elmwood at Bidwell. The parkways themselves are the daily amenity: Bidwell's median is a linear park that dog walkers, runners and porch sitters share by unspoken rota.
Best For / Think Twice If
Best for: budget buyers and remote workers who want a real cultural district, museums, music and a walkable strip, at a median the coastal cities left behind years ago; lovers of old houses who will trade systems work for Queen Anne bones; renters who want a one bedroom in the $1,400s on a Walk Score 92 strip.
Think twice if: lake effect winters will wear you down; you need a bidding war free purchase, since the Village's best houses draw multiple offers; you want new construction, which is scarce inside the historic districts; a job based downstate means the state income tax buys you none of the city it funds.
