North Carolina
North Carolina starts in Charlotte, in the streetcar suburb east of Uptown where a developer built his own railroad after the city's streetcar owner refused him. Plaza Midwood kept the patchwork that refusal produced. Raleigh, Durham and Asheville follow.
One North Carolina cost runs through every report in the state: the revaluation cycle. Counties reassess on a multi-year cycle rather than at sale, so a buyer inherits the last revaluation's assessed value until the next one lands; Mecklenburg County's next revaluation is scheduled for 2027. North Carolina's individual income tax is a flat 3.99 percent for 2026, and real estate closings run through an attorney, with a due diligence fee that the seller generally keeps if the buyer walks away.
